Mit. Fees reduced, E. Monroe rezone approved in special session

Monroe City Council held a special session on Dec. 26 at 7 p.m. to vote on Comprehensive Plan amendments including the east Monroe rezone and the school mitigation fee discount program.-á Councilmember Tom Williams served as Mayor Pro Tem with Councilmembers Kurt Goering, Ed Davis, Jim Kamp and Kevin Hanford in attendance.
Councilmembers Patsy Cudaback and Jason Gamble were absent.
Monroe resident Lowell Anderson spoke in opposition to the rezone just before council held second reading.
"I'm still concerned that the potential rezone and site development impacts have not been adequately addressed,GÇ¥ said Monroe resident Lowell Anderson. He was reading from an email he received from Department of Ecology wetlands specialist Paul Anderson.
Just hours before the special session, the hearing examiner announced that he was denying a citizen request for a reconsideration of his earlier decision in support of the rezone.
Monroe resident Doug Hamar was also in attendance. He asked council to consider delaying their vote until the next regularly scheduled council meeting.
"I strongly urge you to postpone the decision,GÇ¥ said Hamar.
When Mayor Pro Tem Williams took the vote on the rezone ordinance, it passed unanimously.-á He asked council, "Opposed?GÇ¥
No councilmember spoke. The vote was complete.
Anderson quietly murmured from his seat, "Aye.GÇ¥
Council voted five to zero in favor of the following ordinances; Ordinance 022/2013 amending the Monroe Municipal Code which delineates the school mitigation fee discount at 25 percent for 2014 with an automatic increase to 50 percent in 2015; Ordinance 024/2013 adopting the east Monroe rezone; and Ordinance 022/2013 amending the Monroe Comprehensive Plan.
