Voters in south Pierce County have picked three of the 21 county Charter Review Commission members who will help decide if changes should be made in the county's form of government. Amy Cruver, with 52 percent of the votes, appears to have beaten Jason Bergstrom, and Greg Hartman (51 percent) is the apparent winner over Kerry Hooks. In the third race, Richard Thurston (50.1 percent) has a narrow lead over Bruce Lachney (48.9 percent). The results of the races in County Council District 3 were from early returns of voting that ended Tuesday in the general election. Three commission members elected from each of the seven council districts will spend six months studying and discussing the home-rule charter, the framework for county government. If they think changes are in order, they can send amendments to voters for the 2016 election. Similar to a federal or state constitution, a county charter defines the rights, liabilities and responsibilities of government. The charter that Pierce County adopted in 1981 carries a mandatory review every 10 years by a commission that's elected each time the process rolls around again.
