Fire District 23's levy was back to failing after the counting Thursday of more ballots from the primary election.
The measure, which district officials say will decide if services must be cut for lack of funding, was being rejected by 51.3 percent of the voters. A 50-plus percent yes vote is necessary for it to pass.
According to the Pierce County elections department, 40 votes remained uncounted after Thursday. A total of 330 were cast by voters living in the district that includes the Ashford, Elbe and Alder areas.
In results posted Tuesday and Wednesday, the levy was trailing and then in a tie, respectively.
Voting ended Tuesday.
District officials have said the levy proposal, which is to renew the existing property tax at a higher rate ($1.50 per $1,000 of assessed valuation instead of the current $1.03), is necessary to maintain the level of fire and emergency medical services.
