Police: Teen reports man masturbating in Al Borlin Park

MPD seeking suspect in indecent exposure case

Monroe Police are looking for an older man suspected of exposing himself to a 15-year-old girl in Al Borlin Park on Wednesday.

The teen called 911 just before 7 p.m. to report she noticed he was standing by a tree and watching her while he masturbated, according to MPD administrative director Debbie Willis. She was walking near the river at the time.

The suspect allegedly left when the girl reacted.

“He did not say anything to her,” according to Willis.

Al Borlin is Monroe's largest park, according to the City of Monroe. The property spans 90 acres and parallels the Skykomish River in the southeastern corner of town. Visitors can access the park by Simons Road from the northeast, or walking in from Lewis Street Park, off South Lewis Street, from the southwest.

The victim told officers she went through Lewis Street Park, took the pedestrian bridge, which crosses Woods Creek, and walked by the water that night, according to Willis. She started to head into the woods, but turned around when she noticed a man was there.

The teenager went back to a stretch of open space by the river and kept walking, according to Willis. Back by the water she again saw a man, whom she thinks was the same person from the woods, allegedly masturbating.

“When she reacts by throwing her hands up, he grabs his coat that he had hung on the tree and runs into the woods,” according to Willis.

The teenager ran into an adult who had his kids with him on her way out of the park, according to Willis. She told him what she saw the man doing, and he told her to call the police.

The victim described the suspect as older, with tan skin and short white hair, according to Willis. He was wearing a multicolored, striped tank top, tan cargo pants, and white Adidas tennis shoes. She also told officers he was wearing sunglasses, which were possibly Ray-Bans.

The suspect has not yet been located, and is wanted for lewd conduct. The crime is considered a misdemeanor, according to Monroe Municipal Code.

“We would also like to talk to the male and kids she contacted right after this incident,” according to Willis.
